As early as 1986 the National Endowment for the Arts cited “cultural planning skills” as a high priority for local arts organizations. Large cities can afford to hire consultants and planners, but small cities and rural communities don’t have the same access to time, money and other important resources. The Arts Extension Service proudly responded to this need by creating two work kits.
